Provincial Party Committee Standing Committee Conference
The Standing Board of the Provincial Party Committee (PPC) met on March 24th, under the chairmanship of Mr. Bui Minh Chau - Member of the Party“s Central Committee, Secretary of the PPC, Chairman of the Provincial People”s Council, Head of the Provincial Delegation of National Assembly Delegation, to give opinions on the Report on the proposal for consideration of forms of State-level commendation; implementing the project procedures “Strengthening the capacity of the health system in Phu Tho province” with German Government ODA loans; Report on reviewing, amending, and supplementing Regulation No. 07 dated April 19, 2018 of the PPC Standing Board on decentralization of organization and staff management and nomination of candidates and appointment of staff managed by the PPC Standing Committee.

Mr. Bui Minh Chau, Secretary of the Provincial Party Committee, presided over the session.
The PPC Standing Board discussed and unanimously accepted the report of the Provincial Emulation and Commendation Council on the request to examine state-level commendation forms for 12 collectives and 42 individuals at the conference. In which it is proposed to consider the First-class Labor Medal for two collectives and one individual; the Second-class Labor Medal for six collectives and five individuals; the Third-class Labor Medal for a collective and 11 individuals; and the Prime Minister“s Certificate of Merit for three collectives and 25 individuals. In conclusion, Bui Minh Chau, Secretary of the PPC and Chairman of the Provincial People”s Council, requested that the Provincial Emulation and Commendation Council quickly complete the dossier in accordance with regulations and send it to the Central Emulation and Commendation Council for consideration and decision.

Mr. Bui Dinh Thi - Chairman of the PPC Organizing Committee, delivered a report on the amending and supplementing of Regulation 07-QDi/TU.
The PPC Standing Board also commented and agreed on the strategy of implementing the project processes “Strengthening the capability of the health system in Phu Tho province” using German Government ODA money. As a result, the overall goal of the project is to strengthen the health system"s capacity for disease diagnosis, treatment, and prevention in Phu Tho province, as well as to improve equipment maintenance and planning capacity through the development of a provincial master maintenance plan that includes a digital asset management system in the healthcare sector. The overall investment in the project is more than VND 921 billion, which includes loans, grants, and reciprocal capital in the form of international bidding.
Secretary Bui Minh Chau concluded this material by saying, “During the past period, the health sector has made enormous efforts in adopting socialization to invest in and update medical facilities set.” Medical equipment is now adequate, but if it is not periodically outfitted and updated, it will become obsolete, unable to satisfy the demands of medical examination, treatment, and health care for the people. He stressed that the health sector“s investment need is now quite high, and the provincial budget is unable to balance the arrangement; hence, mobilization from ODA is consistent with the country”s overall strategy. He delegated authority to the Provincial People“s Committee to direct specialized agencies to complete investment procedures in accordance with agreements and provisions of the Law on Investment; balance and arrange reciprocal capital for debt repayment; and submit it to the Provincial People”s Council in the manner prescribed.

The Chairman of the Province Economic Commission proposed that the forms of state-level approbation be considered.
The PPC“s Standing Board then heard the PPC”s Organization Committee report on revising and augmenting Regulation 07-QDi/TU. Regulation 07-QDi/TU is changed and supplemented expressly to guarantee the spirit of Politburo Regulation 80-QD/TW dated August 18, 2022 is in conformity with the realities of the province. Concerning layout: The revised rule has six chapters and 34 articles, decreasing three articles while altering and rearranging the structure of some elements to guarantee coherence, synchronization, and compatibility with other existing Government Party laws and meeting practical requirements. In terms of general substance, delete the text on our organization"s management decentralization from the draft of the new rule and add a number of additional items in the spirit of Politburo Regulation No. 80-QD/TW. Based on the views of the PPC Standing Committee, Secretary Bui Minh Chau suggested that the PPC Organizing Committee summarize, revise, and augment in line with the spirit of Regulation No. 80-QD/TW.

The Director of the Provincial Department of Health delivered the project report on capacity building for the provincial health system (financed by an ODA loan from the German government).
At the conference, the PPC“s Standing Board heard the Organization Committee”s report on the review and supplementation of the planning of leadership positions in management of departments, agencies, the Fatherland Front, socio-political organizations Associations and districts, cities and towns for the terms 2020-2025, 2021-2026, and 2025-2030, 2026-2031, as well as some contents on personnel work.
