At the present, total aid commitments budget from over 20 NGOs and international organizations for provincial ongoing projects is US$6 millions or VND 126 billions. In particular, budget commitments for ongoing projects in 2014 is US$ 3.1 millions, disbursement value of first 9 months is US$ 1.9 millions. In 2014, NGOs’ foreign aid has reached US$ 600,000 approximate VND 12 billions, some of them had had time for geographical survey before made a quickly decision: Good People International – Korea aided US$ 90,000 for Chan Mong Secondary School’s 6 classes building project; “Safe houses, Strong communities” project was aided by Habitat for Humanity International – Vietnam with US$ 50,000; And Saigon Children Charity (SSC/England) benefited Thanh Uyen town, Tam Nong dictrict and Trung Son town, Yen Lap dictrict 2 projects for building Thanh Uyen Secondary school, Trung Son Kinder Garden…
NGOs’ projects and programs have been clearly expressing their own effect on supporting provincial social economy development. Their aids have been focused on supporting people in rural, mountainous area, especially, disadvantaged women and children; Training to improve capacity development of community livelihood, help disabled integrate into community; Infrastructure construction on education, healthcare and childcare; Sustainable agriculture development and poverty reduction; HIV infection prevention; Kinder Garden education; Supporting co-operative institution development… These aids and State budget gradually raise living standard for disadvantaged people in rural areas, enhance attitude of people towards environment protection, Improving Heathcare – Education standard; Preserving Traditional industries and developing provincial infrastructures and human resources. Based on State Management of Foreign Non-Government Affairs, People’s Committee of Phu Tho’s districts, towns, cities carried out strictly 93/2009/NĐ-CP Decree on October 22nd 2009 about Regulation on foreign non-government aid management and usage from the Government; 07/2010/TT-BKH Circular on March 30th 2010 from Ministry of Planning and Investment’s Guide to perform the 93 Decree; 12/2012/NĐ-CP Decree on March 1st 2012 about Foreign Non-Government Organization Registry and Management in Vietnam from the Government; 05/TT-BKH Circular on December 11st 2012 about performing the 12 Decree; 06/CT-UBND Directive on May 17th 2011 from Chairman of Phu Tho People’s Committee about enhancing the State Management Affairs on NGOs aid to improve the management efficiency for the province;
In the following time, Phu Tho Department of Foreign Affairs and other provincial administrative organs will enhance management tasks, call for NGOs’ sponsorship. Promoting the activated NGOs to expand their projects by raising their sponsors, planning them to become more efficient and practical. Focusing the aid on some prior fields: Society Problems Solution; Clean water and Environment; Education-Training; Healthcare; agriculture, forestry and fishery; And improving living standard for people in rural areas and ethnic minority… Exploiting effectively NGOs’ sponsorship in provincial socio-economy development./.
