In period 2006-2014, the total value of non-governmental aid reached 31,5 million USD (approximately 655,4 billion VND), the average aid reached 3,5 million USD per year (approximately 73 billion VND). Despite attracting numerous foreign NGOs, the province has not yet taken advantage of the all potential resources from these organizations to serve for the hunger elimination and poverty reduction, raise the living standard, contribute to the construction of new rural and socio-economics development of the province. The causes partly were the mobilization of aid from NGOs which was not focused, lacking closely coordinating between advocacy organizations and local, many local units are not interested in advocacy work, not proactive in connecting and working with the focal point for mobilizing aid.
To promote the NGOs aid mobilization, exploiting and enhancing efficiency from foreign NGOs, contribute sustainable poverty reduction and socio-economics development of province. Promote relations of friendship, cooperation and development between Phu Tho province with foreign NGOs, partners and international organizations to promote the image and culture of Phu Tho province with international friends. People Province Committee issued campaign promotion programs aid foreign non-governmental period 2014-2017. The program is based on the orientation of the government in the national programs to promote advocacy non-governmental aid abroad and demand 2013-2017 period, the actual situation of the local in province.

The priority sectors are built in the area, particularly the province concerned and encourage aid project support socio-economic development mountainous areas, ethnic minority. To achieve these above targets, we need:
Concretizing the central government’s policies and mechanisms in attracting, managing and using funds of NGOs ensure consistent, clear and simple, easy to implement in order to facilitate foreign NGOs active participation and implementation of programs and projects in the province by advantage and efficiency. Develop policies to encourage the groups and individuals with outstanding achievements in advocacy and the beneficiaries use effectively the funds. Timely reward for foreign organizations and individuals working in contribution with the socio-economic development of the province.
Strengthening capacity mobilization and use of aid. Enhance training for professional knowledge of NGOs staffs at all of levels of construction skills, advocacy, relations, implementation, testing, monitoring and evaluation of programs and projects of NGOs and regulations of the State in the work of NGOs. Arrange funding for the project preparation activities to attract and mobilize NGOs aid, and prioritize the allocation of counterpart funds to implement the project. Innovation and diversification aid mobilization methods.
Strengthening the cooperation, provide and share information: to further strength and expand cooperation relations with international organizations and foreign NGOs, the Vietnam representative office abroad, foreign organization in Vietnam. Enhance the provision of information to introduce the province’s needs, direct NGOs aid in the branch and priority regions. Raising coordination with the working committee on NGOs and aid coordination committee people (PACCOM).Stepping up coordination with NGOs in building long-term work plan of the organization the phutho province.
Besides advocacy work NGOs aid, the province needs interest in the management of aid. No purchasing achievement, enhance monitoring and evaluation in order to improve the effectiveness of aid. Building mode project evaluation report, mechanisms to ensure that the monitoring and assessment must be from the community.
